Book excerpt: "Dr. Terrel H. (Ted) Bell, formerly Deputy Commissioner and Acting Commissioner of Education in the U. S. Office of Education, has long been an advocate of early childhood education. He believes that "preschool" education should take place in the home, not in an institutionalized setting. Furthermore, according to Dr. Bell, early childhood education should begin at birth, not at the arbitrary age of three or four years as some propose.
