In addition, the aim is to enhance competitiveness and innovation, and to promote alternative methods to animal testing for assessing the hazards of chemicals. The EU regulatory system is based upon the principle that manufacturers, importers and downstream users should ensure that they manufacture, place on the market or use substances that do not adversely affect human health or the environment. The provisions are underpinned by the precautionary principle.
