The decided change in favor of the actual settler was shown) in 1820 by the passage of a general relief act, by the reduction in price from two dollars to one dollar and a quarter an acre, and by the reduction of the minimum unit from one hundred and sixty acres to eighty acres. The Western Senators made a resolute effort to gain at this time, what was a great desire of the pioneers, a gen eral preemption law, which would give every squatter the oppor tunity to buy one hundred and sixty acres surrounding his cabin and improvements up to two weeks before the beginning Of land sales in each district.3 The administration of the land system, however, still adhered too strongly to the revenue idea to per mit the sale of the choicest land at the minimum price to the law breaking pioneers. 4 Special laws dealing with individual cases and areas continued in increased numbers until 1830, when the public attitude toward the actual settler had so far changed as to allow the enactment of a general law, but even this was limited in term and retrospective in character.
