Book excerpt: The National Security Strategy notes that weak states are vulnerable to terrorist networks and therefore pose as great a danger to our national interests as strong states. The U.S. policy of pre-emption to eliminate terrorist networks through traditional combat operations is a partial solution. As an integral part of the nation's overall security strategy, the follow through to stabilize and rebuild states emerging from conflict is a national security priority. The U.S. military has a major role in these post-conflict operations with a current doctrine that is less than adequate for the tasks at hand. This project will assess the military's tasks and proficiency in peacekeeping and stability operations against the requirements determined through recent operations in Iraq. The project will redefine the U.S. military's tasks in peacekeeping and stability operations within a future framework of Joint Interagency Operations and the changing roles of the nation's civilian agencies..
