For providers of assistance, donations are seen as life-sustaining relief for citizens, but for fighting factions, basic necessities such as food, water and milk may be seen as aid and comfort to the enemy. Relief missions are handicapped if they are not allowed to reach their intended destinations. This study examines the activities of three U.N. relief agencies involved in Operation Lifeline Sudan, a case which closely displays peacekeeping characteristics.
