Book excerpt: This volume is an important resource for anyone who is interested in gaining an informed understanding of operations in the information environment. Large quantities of information are created and collected on a daily basis worldwide. As the information environment rapidly expands and evolves, we are challenged not only to exploit the power of information but also to manage unprecedented risks to individuals, institutions, and our nation. For several decades after its inception in 1948, the RAND Corporation made many foundational contributions to the evolution of the Information Age, including contributions to digital computing, information security, and the internet. Over the past two decades, RAND has focused its research on aspects of the information environment that relate to national security. Readers will gain familiarity with insights on what strategies and practices would be the most effective across a dynamic information environment. Keeping abreast of the most advanced thinking is important in this policy area because it remains highly dynamic, with many unsettled questions and contested issues. RAND Arroyo Center initiated a series of volumes that synthesizes decades of RAND Corporation research and analysis on topics that represent perennial and evolving challenges to our nation's security. Each of the analyses was conducted at the request of a senior leader, uniformed or civilian, who faced a major decision and required high-quality, objective research to help inform it. Each analysis was designed to be not only rigorous and reliable but also responsive, relevant, and immediately useful. This is the last of the four volumes.
