Y., October 10-11, 1866: Together With the Constitution and by-Laws of the Conference and a List of the Delegates It is the full conviction of the Council, that the National Con ference should employ its present meeting in devising and recom mending a plan of local organization and church-life, based upon the suggestions which are here made, not so much in their own wisdom as under a providential compulsion. They beg leave, therefore, to conclude this Report with asking permission to introduce at a proper time a resolution calling on this Confer ence to name a Special Committee on Denominational Organiza tion, to report at this session a plan for rendering the National Conference complete, by the establishment of a universal system of local Conferences, with quarterly meetings, each entitled to send a certain proportion of delegates, lay and clerical, to the National Conference, meeting once in two years.
