It consists of a compilation of reference documents setting out Council of Europe and other international standards, together with guidance on good practice with regard to policing of ethnic minority communities. Topics covered include recruitment from minorities, tackling hate crime, avoiding ethnic profiling, police training and working in partnership with minorities and NGOs. This publication was originally prepared to support the work of the Council of Europe's Police and Human Rights Programme in the Russian Federation, and it includes some material and practical examples relating specifically to this country. As similar challenges are faced by police in most countries of Europe, readers will find not only the main documents but also the Russian examples useful as they develop solutions that are appropriate to their own particular states.
