Book excerpt: The Second Supplemental Appropriations Act of 1971 provided $12.8 million to the Department of Labor Regional Manpower Administrators so that Summer Recreation Support Programs could be administered in 111 of the nation's largest cities. A comprhensive evaluation was made of the 1971 Neighborhood Youth Corps Summer Recreation Support Program by sampling 22 of the 111 RSP cities throughout the nation. This evaluation was made so that a model or plan with the necessary supportive material could be developed to facilitate future program development in the areas of planning, management, staff training and program content. The evaluation effort was directed toward determining how the program guidelines and national and regional guidance affect the function and effectiveness of the program, determining how well the program is being administered and managed at city levels, and determining the effectiveness of the Recreation Support Program as it is now being conducted.
