Book excerpt: A theory is presented for the bistatic or oblique scattering of high-frequency radio ground waves by a gently rippled surface. This constitutes a generalization of an earlier treatment of the backscatter. it is shown that the effect of the obliquity is to shift the scattering resonances to higher radio frequencies. The associated Doppler effects are also discussed. Finally, a number of conjectures are made concerning the applicability of the results are made concerning the applicability of the results to oceanographic studies.
