An "arts development strategy" can focus on human capital, the development of local public spaces, and the promotion of culture. Based on a literature review of the concepts of traditional local economic development, this research provide a framework for analyzing local arts strategies and presents the results of in-depth case studies of how a sample of cities in Florida are integrating arts and culture into their economic development plans.
