Viewed as a critical element of the strategic planning process, this CNA is used to determine the future direction and extent of programs and activities to be undertaken by UPO. The assessment is also a useful tool for community-based organizations, policy makers, and researchers in the human services sector. The assessment focuses on identifying both needs and resources in DC communities and is used to determine the need for reallocation of resources and program replication based on challenges to be addressed. In conducting the assessment, community needs and resources were examined through a structured process that included key stakeholders such as residents of the District of Columbia, UPO Board of Directors and staff, and other community stakeholders. The structured process ensures that community input is considered when identifying critical needs. The 2021 CNA includes data and other important information to help determine which services are needed to assist all District of Columbia residents (including residents with low incomes) and is organized to highlight needs of specific wards and interest groups.
