Book excerpt: This report reviews the study of "A Comparative Evaluation of the Benefits and Costs of Job Corps After Eighteen Months of Post-Program Operation" authored by Craig Thornton, David Long and Charles Mallar of Mathematica Policy Research, Inc. This report has the following objectives: 1. to determine the appropriateness of the benefit and cost components used in the analysis and indicate if any measure should be added, deleted or modified; 2. to examine the theoretical framework of the various benefit and cost components, including the techniques for measuring these costs and benefits; 3. to evaluate the techniques used to calculate net present values and benefit-cost ratios, in particular to examine the realism and appropriateness of such variables as the discount rate, the benefit decay rate and expected work life; and, 4. to determine the sensitivity of the various benfit-cost estimates to changes in assumptions of key variables that measure costs and benefits directly or adjust them in any way, e.g., the decay rate and labor market displacement.
