Every one who has tried has failed. Either he has thrown quantity to the winds and written lines which resemble their models only in the number of the syllables and the exaggerated beat of the verse. Or he has felt himself so trammelled by rules of quantity that he has modified them and produced a hybrid which has the merits of neither. Or finally - and rarely - he has written perfect quantitative verse, but has been so hampered by English rules of accent that his writings have hardly reached one hundred lines.
