Book excerpt: International cultural cooperation has been traditionally conceived of as a matter for national governments and of national cultural and foreign policy, and not from either a broad European perspective or from the point of view of cultural operators themselves. This book offers them the basic instruments with which to pursue their border crossing interests, a systematic approach to international projects as a developmental strategy and a perspective that surpasses the restraints of the national cultural systems while recognizing their specifics and divergence. Bridging Eastern and Western Europe, the author demonstrates how international cultural cooperation creates an integrated European cultural space and contributes to an emerging European citizenship.
