Book excerpt: To insure that the engineering procedures and standards used in the appraisal of county roads will be practical and conservative, geared to Iowa's economy and local conditions in the counties, the Automotive Safety Foundation selected, and the President of the County Engineers Association arranged for the services of an engineering advisory committee composed of seven County Engineers. In addition, the State Highway Commission's Secondary Road Engineer and one of the Iowa Division Bureau of Public Roads, District Engineers sit in on Advisory Committee meetings in an ex officio capacity. This committee has assisted in the development of policies and engineering procedures outlined in this manual and will continue to advise the Foundation during the course of the study. Similarly, a State Engineering Advisory Committee and a City Engineering Advisory Committee have been named to assist in the preparation of procedures and standards for appraisal of State highways and city streets, respectively. The County Engineer in each county is responsible for the engineering appraisal of all roads under the jurisdiction of his county in accordance with procedures and instructions set forth in this manual. In addition, County Engineers are asked to cooperate with smaller municipalities, within their counties, as in the appraisal of city streets. Many small municipalities do not have professional or technical personnel to make an engineering appraisal. Each mayor has been advised, and his municipality may engage consultants or make arrangements with the County Engineer to have the appraisal completed. Each County Engineer will be furnished a Municipal Procedure Manual and work sheets. This manual of engineering procedures insures that the purpose and objectives of the county road appraisal are understood and followed in a uniform manner. Members of the Engineering Office of the Study Committee will visit as many counties as possible during the course of the work to review progress and offer assistance.
