Book excerpt: In order to inform ongoing policy debates about the price and affordability of electricity, water, and sewer utilities in rural Alaska, this study analyzes existing data on income and utility costs of Alaska households. The study then projects those costs to 2006 to estimate how rising prices for heating fuel and other utilities have affected household budgets.
