In some of the States or more were examined, while in others the number was less than 100. The number of cases taken depended upon the accessibility of the records and also 11 on the type of State. In the competitive-fund States a large num r of cases was necessary in order to compare the differ ent types of insurance in the State. In the exclusive-fund States such comparison was not necessary and consequently the number of cases was smaller. The averages of States in which the number of cases is under 100 should be used cautiously; deductions drawn therefrom are by no means conclusive, but are indicative in the light of other information.
